Does Job training help?

Employment is a big issues, especially when it it bad time for economy. Getting job is difficult, and losing it would be disastrous.

US Labor deaprtment have many program for job trainings. I am wondering whether there are any job training programs exist if some one while on employment suddenly got infected with HIV, or is diagnosed of cancer or any threatening major chronic disease.  Or I am paraphrasing my query: are job training program available for patients suffering from cancer, hiv, diabetes or else? because coping up is a bigger issue here.

Does job training program really help jobless people, in finding job in future?

How effective is this type of training (means quality wise)?

 

As Gingrish said in his one talk that giving people money for nothing is bad.  To avoid it, Gingrich suggested mandatory job training program for people who are getting those free money. I think it makes a sense.
